These participants in the Workshop should have some prior knowledge or practical experience of environmental assessment or state ecological expertise/OVOS in transition economics as practitioners, regulators, trainers or researchers.
Purpose of the Course
The main purposes of the Workshop are:
1. To review recent developments in Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) in transition economies. Also, to review EIA and SEA developments elsewhere, including the European Union, which may be of interest to the region.
2. To analyse, in greater detail, a selected number of key issues and concerns relevant to the improvement of environmental assessment practice and the promotion of sustainable development in transition countries.
3. To formulate proposals for the strengthening of environmental assessment practice through such measures as : the preparation of EIA and SEA guidelines; the development of EIA and SEA training strategies; other institution strengthening measures such as setting up additional EIA Centres in the region.
Training Approach
Considerable emphasis will be placed on group activities with the workshop. Group activities will be introduced by short presentations and be supported by documentation and case studies drawn from the region, together with examples of good international practice (some field visits and technical demonstrations will also be included in the programme).
Workshop Content
It is intended that the Workshop will cover the following topics, but additional items may be included after taking into account the backgrounds and particular interests of the participants who enrol. A certain number of the group sessions will run in parallel and participants will be able to choose those in which they are most interested:
1. Recent EIA and SEA regulatory developments within the region.
2. Recent relevant developments in EIA and SEA in the European Union and at the international level.
3. Using EIA and SEA as instruments of sustainable development and their relationship to other sustainable development instruments.
4. Developing SEA methodologies for application in transitional country conditions.
5. Developing and strengthening EIA project management skills.
6. Assessing the quality of EIA and SEA documentation and strengthening quality control of EIA and SEA.
7. Improving the effectiveness of consultation and public participation in relation to EIA and SEA.
8. Integrating environmental assessment and social and economic appraisal for decision-making purposes.
9. Introducing environmental management systems to strengthen the implementation phase in the development process. 10. Preparing EIA and SEA guidelines. 11. Developing EIA and SEA network activities within the region.
It is intended that the discussions in each workshop session will lead to practical suggestions/conclusions which participants might implement as part of their follow-up activities after the Workshop has ended.
