Course rationale, aims & objectives 

The course examines the complex challenges of translating education policies for promoting access and equity into tangible outcomes through program design and implementation. Specifically, the course will focus on the policy-implementation nexus in the complexities of resource-constrained contexts of the global south. With theoretical and experiential insights from cases of actual education policy successes and failures in the global south, this course will provide the participants with a nuanced understanding of the dynamics of policy implementation for achieving desired outcomes in low-resource contexts.    


The course builds on the knowledge foundation of the OSUN Certificate in Global Educational Development (GLOBALED), a network course bringing together 50 students from five OSUN-affiliated institutions from four continents. It presents a focused learning and community-building opportunity for motivated students as well as practitioners on the frontlines of program design and implementation for vulnerable and marginalized learners in resource-constrained contexts.  Thus, in its scope, the course represents a logical progression from the GLOBALED Core and Colloquium courses – offered during the regular academic year – by moving the learning focus from a critical understanding of education challenges globally to the complex act of implementation of solutions in addressing those challenges.   


The condensed week-long format would allow for full-time education professionals – from OSUN-affiliated institutions and countries where those institutions operate – to join highly motivated OSUN students already involved in education programs in their communities. Working side-by-side, both sides will learn from each other and grow in this immersive learning experience: critically reflecting on the ongoing implementation challenges of their respective educational interventions/engagements and refining their response; all under the guidance of a Faculty Collaborative who balances the expert and experiential knowledge of such education endeavors in under-resourced contexts and/or for vulnerable learners. 

Expected Learning Outcomes

Through a combination of pre-readings, in-class presentations, case analysis, discussions, and group work, the course will enable its participants to:

  • Examine the diverse factors - socio-cultural, economic, and political - shaping the framing of education policies and their implementation in low-resource contexts
  • Design empirical and analytical indicators to make informed decisions based on data-driven evidence
  • Evaluate policy alternatives through the lens of diversity, equity, and inclusion – using  context-appropriate indicators and frameworks
  • Analyze the processes and frugal innovations of implementation of education interventions at scale in low-resource contexts 
  • Develop a systems perspective in appraising education policy through case analyses of both successful and unsuccessful policy implementation

Target Audience 

Opening this Summer intensive course to OSUN students will be of great value to those 

  • participating in the OSUN GLOBALED Certificate program.
  • students pursuing other OSUN Certificates programs that inspire engagement with education initiatives - such as Civic Engagement and Social Entrepreneurship
  • OSUN students with an interest in public policy and international development/global studies 

Target Group

A mixed audience of students and education professionals is a unique strength of this course. Applications are invited from 

  • Highly motivated OSUN students already involved in education programs in their communities (50% of the class size). Within this group, priority will be given to students who are already active in the OSUN space with demonstrable commitment to education for vulnerable populations through Civic Engagement, Social Entrepreneurship, and related network-wide initiatives. Outstanding alumni of the OSUN GLOBALED Certificate will also be considered in this category. 
  • Education professionals – from OSUN-affiliated institutions and countries where those institutions operate. (50% of the class size). Within this group, half will be professionals affiliated with OSUN institutions. The other half will be external candidates from diverse geographies and sectors (governmental, non-governmental, and international organizations) whose education programming missions align with the OSUN focus on vulnerable and marginalized learners and population groups.  

Language requirements

The language of instruction is English; thus all applicants have to demonstrate a strong command of spoken and written English to be able to participate actively in discussions at seminars and workshops. Some of the shortlisted applicants may be contacted for a telephone interview.

    Please provide the name, contact email, and phone number of a person (a faculty member, job supervisor, etc.) who can be contacted by the course directors to attest to your abilities, qualifications, and academic/professional performance. 
  4. Personal Statement on Financial Aid
    Those who are eligible and wish to apply for financial aid should specify their reasons in the “Personal statement on financial aid” section (Funding page of the application form).

  • You may apply to a maximum of two summer courses. In case of being admitted, you can only attend both if the two courses do not overlap in time.

  • Right after login, please select the ”Summer University” radio button from the "Type of course" list, and leave all other fields empty.
  • All application materials must be submitted with the online application form(s). Materials sent by postal mail, electronic mail, or fax are not considered.
  • The maximum allowable file size for upload is 2MB per file and the acceptable file formats are PDF, JPG, and JPEG. Ensure all security features (e.g. passwords and encryption) are removed from the documents before uploading them.
  • Applications cannot be edited after submission. Please submit your application only when it is 100% final and complete.

  • Applications submitted after the deadline will be considered on a case-by-case basis.
